These notes relate to the Commissioners for Revenue and Customs Act 2005 (chapter 11, ISBN 0105412058) which contains provisions to implement the main recommendation of the review undertaken by Gus O'Donnell ('Financing Britain's future: review of the Revenue Departments', Cm 6163, ISBN 0101616325) published in March 2004. This was to create a new government department integrating the Inland Revenue and HM Customs and Excise and to be called HM Revenue and Customs (HMRC).
